Postgraduate program for continuous professional training and development in PUBLIC PROCUREMENT
Within the Faculty of Administration and Public Management, the postgraduate program for continuous professional training and development in PUBLIC PROCUREMENT will be organized in the upcoming period (180 hours, of which 74 hours of lectures and 106 hours of seminars). The program aims to update/develop occupational and professional competencies by acquiring the knowledge/skills/abilities necessary for:
• Developing the capacity to operationalize the public procurement system;
• Improving the ability to apply legal elements in the specific field of public procurement;
• Increasing the capacity to implement projects financed from European funds;
• Improving the application of ethical principles in the field of public procurement;
• Developing the ability to use the electronic public procurement system;
• Enhancing communication and negotiation skills in public procurement.
The program is based on the following subjects:
The Public Procurement System in Romania (34h), Legal Elements Applicable to Public Procurement (22h), The Public Procurement System at the Level of the European Union (26h), Communication and Negotiation in Public Procurement (24h), Project Management for EU-Funded Projects (26h), Ethics in Public Procurement (24h), Simulation of Public Procurement Procedures (24h).
The program provides 15 ECTS credits for coursework and 5 ECTS credits for the competency certification exam.
The postgraduate program is organized within the scientific field of Administrative Sciences, aimed at acquiring and/or developing professional competencies common to the occupations included in the COR basic group: 242203 – Specialist Inspector in Public Administration, 242205 – Public Administration Consultant.
The programs offer graduates solid preparation “for public administration functions of an economic nature,” the acquisition of specific competencies in the field of public administration, and meet labor market demands for well-trained specialists in public administration in the context of globalization. They align with the faculty’s specialization profile and highlight the specific competencies of the teaching staff, who deliver interdisciplinary courses.
The postgraduate course also benefits from the involvement of invited experts with relevant experience in consulting, regulation, supervision, or control activities related to public procurement.
The tuition fee is 3,500 lei/program, and the registration fee is 250 lei.

• Copy of the birth certificate;
• Copy of the bachelor’s diploma and diploma supplement/transcript, or a copy of the certificate attesting the completion of undergraduate studies for graduates who passed their final exam in 2025;
• Copy of the high school diploma and transcript;
• Copy of the identity card;
• Copy of the marriage certificate, if the name on the study documents does not match the name on the identity card;
• Copy of a medical certificate stating fitness to attend the postgraduate program.
